This refers to someone for whom there doesn't seem to be a way, within a reasonable time, to solve their situation in any country except Canada or Sudan. This includes things like going back to their own country or where they normally live, or moving to another country to start over.

The person has applied for a permanent resident visa using the online application system on the IRCC website or an alternative format if they can't apply online.

The applicant must be a child, grandchild, parent, grandparent, or sibling of the anchor, the spouse or partner of someone unable to leave Sudan, or the spouse or partner of someone missing, presumed dead, or deceased.

The applicant also needs a statutory declaration from the anchor, confirming their intention to provide support and not accept any financial compensation from the applicant and their family.
